Change in electrical energy of a particle

The difference in voltage between two points in space is defined as `DeltaPE_"elec"=qDeltaV`, where:

• `DeltaPE_"elec"` is the change in the electrical energy of a particle 
• `q` is the charge as it moves from the initial point to the final point
• `DeltaV` = change in voltage
