This equation performs a look-up in a data set , Relative Permittivity of Dielectrics, containing relative permittivity values (dielectric constants) for a large variety of materials.

The relative permittivity is the absolute permittivity of a material expressed as the ratio relative to the permittivity of vacuum.

Relative permittivity is represented here as `epsilon_r` and we defined `epsilon_r` as:

`epsilon_r = (epsilon(omega)) / epsilon_0`

where `epsilon(omega)` is the complex frequency-dependent absolute permittivity of the material, and `epsilon_0` is the vacuum permittivity.
